Why do people say Japanese only worship white people?

In Japan, there is actually a fashion fad where a Japanese want to look black. The girls go to tanning salons to make thier skin darker and curl their hair into african american fashions, beehive and etc... And there are alot of people who like Hip Hop and dress black too. I also see alot of japanese girls with black guys and japanese guys with black girls. Why do people say japanese like pale skin, blonde hair and blue eyes only?
